A BILL to amend article two, chapter seventeen-a of the code of
West Virginia, one thousand nine hundred thirty-one, as
amended, by adding thereto a new section, designated
section twenty-five, relating to requiring the division of
motor vehicles to study performing transactions over the
internet.
Be it enacted by the Legislature of West Virginia:

That article two, chapter seventeen-a of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
twenty-five, to read as follows:
ARTICLE 2. DIVISION OF MOTOR VEHICLES.
§17A-2-25. Online transactions.

(a) The division of motor vehicles shall conduct a study on the feasibility of titling, licensing and offering other
services over the internet. The study shall include:

(1) An estimate of the demand for such services;

(2) An estimate of the cost to the state;

(3) An estimate of the cost to the county or other local
government entities;

(4) A recommendation for managing the requirement that
applicants must present paid property tax receipts; and

(5) Any such other issues the division considers
appropriate.

(b) The division shall report to the joint committee on
government and finance prior to the first day of December, two
thousand two, on any findings and recommendations.

(c) The division of motor vehicles shall expend funds under
its control for the purpose of this study.

NOTE: The purpose of this bill is to require the division
of motor vehicles to study offering services over the internet.
